Sciences","bibliographic_titleLang":"en"}]}]},"item_10002_description_19":{"attribute_name":"フォーマット","attribute_value_mlt":[{"subitem_description":"application/pdf","subitem_description_type":"Other"}]},"item_10002_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"感染症は、歴史的に巨大な死傷者を出し、人類を脅かしてきた。それに対して治療薬やワクチンなどの科学技術の発展に従い、これらを克服してきたが、21世紀に入ってSARS、鳥インフルエンザ、新型インフルエンザ、MERS、エボラ、ジカウイルス感染症、新型コロナ感染など相次ぐ新型感染症の出現は、莫大な社会的且つ経済的な被害を起こし、世界の人々が感染症に襲われてきた。\n世界保健機関は、2005年に国際保健規則（IHR: International Health Regulations）の改正で監視対象の感染症を拡大し、各国の感染病に対する対応を強化している。特に最近では、動物のインフルエンザがヒトにも感染する現象が発生するに応じて、人間・動物・環境を統合的に眺める「One Health」の観点に基づいて、主要な国際機関との協力を強化している。最近では、2019年新型コロナ感染をきっかけに、技術的対応、緊急的な状況の際に迅速な対応のためのシステムを整備するために、R＆Dの計画作業に着手するなど、素早く対応している。\n米国は、2000年代から感染症を単純な公衆衛生の脅威レベルを超えて、「国家安全保障を脅かす要素」として、国家レベルでの感染症をはじめとする生物の脅威に備えとその対策のために政策戦略を出している。米国疾病管理センター（CDC: Centers for Disease Control and Prevention）は、国際保健センターを新設し、海外感染症の監視に注力してきた。トランプ大統領は、グローバル保健安全保障構想を介して世界中の協力を促している。欧州連合は、ヨーロッパ大陸内の感染症の監視と対応の役割のために、2005年のEUエージェンシー「欧州連合疾病管理センター（ECDC: European Centre for Disease Prevention and Control）」を設立した。 \n欧州連合の加盟国間の監視情報を共有し、迅速に対応できるように感染症統合監視システム(TESSy: The European Surveillance System)を開発・運営しており、迅速なデータ交換のために監視システムの技術のアップグレードに注力している。\n最近、先進国では、研究開発の拡大政策を介して感染病のための技術対応に焦点を当てている。過去5年間の間、感染症に対する研究開発事業を見ると、診断技術、防災・防疫、監視・疫学によりワクチンや治療薬の研究が活発に行われており、人獣共通感染症よりも人体感染症の研究が圧倒的に多く行われている。\n日本、韓国、中国との監視データの共有を介して、アジア圏の感染症監視ネットワークを強化し、これらを出発点として世界保健機関などの国際的な感染症のネットワークに積極的に参加しなければならない。また、海外感染症の監視の強化を通じて、感染症に対する能力の強化をしなければならない。一方、新型コロナ感染のような未知のウイルスに備えるため、「One
