This is because the expansion of individual farming scale, the structural policy, has been considered as the substance to balance the income level betweetl agriculture and other industries. In other words, agricultural policy has been based on the economical necessity.\nWith actual circumstance changes, however, the basic needs for agriculture are also changing. Recently, the importance of agriculture stems from the environmental factors and the necessity for national security.
